17) El arbitraje español, algunos lo consideran de un
alto nivel y otros dicen que es lo peor del fútbol debido en parte a que los
árbitros no jugaron al fútbol. ¿Qué opina? ¿Pueden perjudicar o favorecer?
Hay un gran reconocimiento internacional de los árbitros
españoles. La ley del deporte incluye a los árbitros como parte integrante de
las federaciones, de modo que los comités de árbitros son obligatorios,
formando parte del estamento federativo. Y así el Presidente del Comité de
Árbitros es designado por el Presidente de la Federación Española
de fútbol. De modo tal que podemos decir que el árbitro es una función
imprescindible del juego.
En cuanto a la preparación para ser árbitro, decir que se
requiere una formación especial que es impartida en los diferentes colegios
territoriales. Es muy difícil llegar antes de los 30-32 años a la primera
división, después de más de veinte años
de conocimiento teórico, experiencia y preparación física en las diferentes
categorías.
En cuanto a la pregunta si los árbitros pueden beneficiar
o perjudicar. Voy a dar un dato estadístico, un árbitro toma alrededor de 180
decisiones en un partido de fútbol, y aciertan en un 98% de las decisiones. La
suerte también se construye, por eso se habla de la suerte de los campeones, es
algo que se debe entrenar, trabajar previamente.
Un día un periodista le preguntó a Pablo Picasso, si
esperaba que le viniera la inspiración para pintar, y él respondió que: “la
inspiración siempre le pillaba trabajando en su taller frente a las telas”.
Justificar el resultado en los fallos de un tercero, el
trencilla de turno o en la mala suerte, es no implicarse en el desarrollo del
partido. Lo que perjudica es pensar que el otro, te puede perjudicar. El
trabajo elude un alto porcentaje de mala suerte y la haraganería siempre lleva
papeletas del mal fario.

17) Speaking about Spanish arbitration, some consider
it having a high level and others say it is the worst football in part due to
the referees who have never plaid football. What do you think? Can they harm or
favour?
There is great international recognition for Spanish
referees. The sporting law includes the referees as members of the federations,
so referees committees are required to take part in the federative
establishment. And the President of the Referees Committee is appointed by the
President of the Spanish Football Federation. So we can say referees have an
essential role in the game.
According to the preparation of becoming a referee, I
have to say that special training which is taught at the different territorial
schools is required. It is very difficult to reach before the age of 30-32
years to the first division, for this it is necessary more than twenty years of theoretical knowledge, experience and

As for the question whether referees can benefit or
harm. I will give a statistical data, an arbitrator takes about 180 decisions
